WISCONSIN PROJECTS SUBMITTED FOR CONSIDERATION
IN FISCAL YEAR 2010 APPROPRIATIONS


Below you will find a list of Wisconsin projects submitted by Dave for consideration in Fiscal Year 2010 Appropriations. Because of the recession, there was a large increase in requests for funding by localities this year, so Dave is presenting more projects for consideration.  However, recognizing the budget realities, only a small percentage of projects being laid on the table for consideration will actually receive funding.

These submissions, and all submissions by other Members of Congress, are being made public on the internet because of reforms instituted by Dave working with the Senate Committee and Congressional leadership. Funding for whichever projects are eventually approved will not be determined until appropriation bills are passed by both Houses of Congress and signed into law by the President; and will be subject to potential rescission requests by the Executive Branch.



Agriculture



Animal Identification –Premises Registration

Description:    These funds would help the State and a consortium of 55 livestock industry groups and businesses continue to develop the national model for a 48-hour traceback program which will preserve animal health and protect consumers in the event of a food-related disease outbreak through identification, isolation and containment of the disease at its source and through the distribution process.

Cereal Crops Research Unit at UW Madison

Description:    This request represents a $500,000 increase in funding for the ARS Cereal Crops Research Unit located in Madison, Wisconsin which conducts research on wheat, barley, and oat crops to assist farmers in producing heartier crops and stimulates rural economies through improved yields.

Chronic Wasting Disease Management (CWD)

Description:    In 2002, Wisconsin discovered CWD in both wild and farm raised deer. The equivalent of BSE in cows and Creutzfeld Jakob Disease in humans, Wisconsin’s deer population has suffered the nation’s most extensive outbreak ever.

These funds would help the State continue to manage and contain the problem by encouraging herd owners to microchip animals for individual identification, help pay for sampling and disposal of infected animals, and containment.

Cranberry Research Program Buildings and Facilities

Description:    The 2008 Farm Bill includes authorization for research grants to study new technologies to assist cranberry growers in complying with federal and state environmental regulations, increase production, develop growing techniques, establish more efficient growing methodologies, and educate cranberry growers about sustainable growth practices.   The requested funding would pay for the purchase of 80 acres of existing cranberry bogs in Wisconsin and construction and renovation of cranberry research facilities.

Dairy Market Development - Value Added Dairy Initiative (VADI)

Description:    This funding would support the Wisconsin Department of Agriculture’s Value Added Dairy Initiative which started in 2004 to help restore and reinvigorate Wisconsin’s transitioning dairy sector through modernization of dairy farms, increased production of higher-value products, increased recognition of Wisconsin’s dairy products in consumer markets, enhanced supply chain management and innovative dairy industry partnerships.

Partners in the program, in addition to DATCP are the private, non-profit Dairy Business Innovation Center, University of Wisconsin, Extension Service, Wisconsin Milk Marketing Board, Wisconsin State Department Of Commerce, and Wisconsin Technical College System.  Results from the 3 prior years of the program show job retention of 1,075, job creation of 525 and a reinvestment of $60 million in the dairy industry.

Emerald Ash Borer Survey & Detection

Description:    Emerald Ash Borer was discovered in two counties in Wisconsin during the summer of 2008.  The Wisconsin Department of Agriculture continues to survey and prepare for additional detections in the State.  Early detection of Emerald Ash Borer infestations provides the opportunity to implement the widest range of control and management options, including tree removal, outreach and public communication, preparation for post-detection management and control, interagency coordination and cooperation with municipalities’ regulatory activities to limit the spread.  The requested funding would help pay the cost of staffing, trapping, surveys and outreach.

Emerald Ash Borer Wood Utilization

Description:   Emerald Ash Borer was discovered in two counties in Wisconsin during the summer of 2008. The Wisconsin Department of Agriculture continues to survey and prepare for additional detections in the state. State agencies are working to manage the declining ash resource and utilize the wood in a way that limits the spread of the disease while maximizing the economic return. The current practice in many states is to fell the trees and chip the wood with a very low economic return compared to other options such as using the wood for biofuel, high-end compost, railroad ties, and lumber. The purpose of the project is to develop and use the most effective technology to manage and reduce the populations of Emerald Ash Borers and maximize utilization of ash resources.

Johne’s Disease Management

Potato Pest Management

Description:   These funds would help promote the development and adoption of
biointensive integrated pest management practices to reduce or eliminate the use of pesticides, enhance habitat quality, develop marketplace incentives for ecologically-produced potatoes and maintain economically viable farming operations in the fragile central sands region of Northern Wisconsin.

Rural Renewable Energy Research & Education Center

Description:   Funding would support a research project at the UW-Agriculture Research Station to create energy from farm and dairy processing waste and reduce greenhouse gases.

In a partnership with Mullins Cheese, a respected local dairy, the Marshfield Area Chamber of Commerce, the University of Wisconsin Marshfield Agricultural Research Station, Mid-State Technical College, Northcentral Technical College, the purpose will be to create a renewable energy source (methane) from farm and cheese processing waste and develop a small-scale affordable digester for small 100-500 head dairy herds.

UW-Extension Northern Aquaculture Demonstration Facility

Description:  These funds would support an extension education and outreach program located on the Red Cliff Lake Superior Chippewa Indian Reservation and administered by the UW-Stevens Point which seeks to address the needs of fish farmers and hatcheries in Wisconsin and other northern states where cold climates create unique challenges and opportunities.

UWSP Institute for Sustainable Technology

Description:  These funds would complete the establishment of the Wisconsin Institute for Sustainable Technology (WIST).  Specializing in applied science research and development, WIST will provide state-of-the-art education to students in industrial sciences, engineering and natural resources; help develop and apply sustainable technology solutions to real-world problems with research focused on paper science and nanotechnology, biomass, biofuels and bio-refineries, soil and water resources, air and water resources - helping benefit the environment, enhance energy production and stimulate state and regional economies.

UW-Stout Pilot Technology Transfer

Description:   These funds would help the Northwest Manufacturing Outreach Center/UW Stout technology transfer program continue to enhance the ability of small manufacturing businesses to make use of changes in technology in order to improve efficiency.  With a proven track record, Northwest Manufacturing Outreach Center has served more than 1,000 small and medium sized manufacturers in northern and central Wisconsin, created or retained 2,600 jobs, and generated a total sales impact for these companies of more than $100 million, with a more than 200-1 return on investments.

Viral Hemorrhagic Septicemia (VHS) Management

Description:  VHS, is a highly contagious disease of freshwater and saltwater fish which causes variable clinical signs including external and internal hemorrhaging and substantial mortality.  Fishery experts fear that unchecked it could wreak havoc with the Great Lakes fishery and the $4.5 billion commercial and recreational fishing industry that it supports.  These funds would support staffing and equipment needed for VHS testing and data analysis to monitor and contain the spread of the disease.

Wisconsin Grazing Lands Conservation Initiative (WGLCI)

Description:  This funding would help support cooperative agreements with WGLCI to promote profitability and conservation through technical assistance, education and research to expand the use of grazing-based livestock production in Wisconsin.  A national leader in management intensive grazing, Wisconsin has benefitted from more successful farming operations and increased conservation practices. 

The program, which teaches farmers low-input and low-cost farming practices has brought in over $3.7 million to the Wisconsin economy in recent years and generated an additional $2 million in matching funds.


Commerce, Justice and Science

Anti-Truancy Initiative

Description:    Working within six Wisconsin school districts, (Barron, Cameron, Chetek, Cumberland, Rice Lake, and Turtle Lake), the Anti-Truancy Initiative identifies early truant behavior and builds a coordinated response plan with parents, teachers, and law enforcement officials specially trained to address truant students.

Forensic Technology Taskforce

Law Enforcement Technology

Description:  These funds would allow four counties in northwestern Wisconsin (Taylor, Price, Iron and Chippewa) to implement an interoperable law enforcement visual intelligence system that provides oblique, aerial imaging so that the counties will have a common visual imagery tool to jointly manage emergencies and will be able to view and analyze any house, building, intersection, or any feature in the region to improve first responder and civilian safety in search, raid, seizure planning, and concurrent tactical planning.

Meth Prevention and Enforcement

Public Safety Communications System Upgrade

Advanced Composite Ammunition Magazine/Mount System

Description:    Would allow for developing and certifying a prototype composite ammunition feed system to enhance OH-58D Kiowa's mission capabilities.  This would support engineering and delivery of a tangible capability to the entire Kiowa Warrior fleet of 350 helicopters.  The current ammunition system was developed as a rapid upgrade in the 1980's and is a significant source of weight and drag. A new prototype is necessary to improve system performance.

Advanced Flexible Solar Photovoltaic Technologies

Common Digital Sensor Architecture

Description:    Would allow for development of new digital, modular components that will become common among legacy and newly developed sensor architecture.  The U.S. Navy has several legacy radars already 10+ years past projected operational life, that were developed and fielded in the 1970’s and 80’s during the early stages of computer/digital signal processing evolution.  Although they continue to perform important functions for integrated warfare, force protection, and navigation, they are now suffering the effects of obsolescence and diminishing manufacturing sources (DMS) in addition to unsupportable testing methods.  This project is expected to extend life cycle, lower the cost of operation and ownership, and decrease training and manpower requirements yielding cost savings and increased readiness.

Description:    Would allow for the testing and qualifying of run-flat inserts for military vehicle applications, improving safety and mission effectiveness and reducing costs associated with wear on tires and vehicles that would otherwise have to run on flat tires when under assault.  The U.S. Army has a continuing need for improved mobility for its wheeled vehicle fleet to include more durable tire systems, reduced maintenance time for tire installation, and reduced weight. If successful, the proposed polymer web run-flat tire insert technology could provide benefit to the US Military through an improvement in durability and a reduction in maintenance burdens.

Prototype for Naval Research Lab -- Large Data Supercomputer

This project will greatly help build the next generation supercomputer to access all this data and information in the fastest time possible so it may be turned into usable information for the global warfighters.

Rechargeable High Temperature Performance Lithium-Ion Energy System

Description:  Would provide versatile all terrain, ultralight utility vehicles (ULUVs) for the National Guard's military and domestic support missions.  ULUVs offer the National Guard a cost effective alternative to providing mobility for our National Guard and are a low cost force multiplier for the National Guard, saving tax dollars and improving effectiveness.

Very Small/Heavy Fuel UAV

Energy and Water

Ashland Harbor, WI

Description:  Ashland Harbor is located at the head of Chequamegon Bay, on the south shore of Lake Superior, about 65 miles east of Duluth, MN.  It is a deep draft commercial harbor with over a mile of Federal channel maintained at depths of 25 to 27 feet in the east basin and 20 to 21 feet in the west channel and contains over 8,000 feet of breakwater structures.  Funding would allow for condition surveys of the navigation channel to provide shippers current information on channel depths; dredging critical shoals in Ashland Harbor to maintain minimum functional channel requirements; and making repairs to navigation structures within this Lake Superior commercial port with Government floating plant to maintain structural integrity. 

Ashland Harbor Navigation

Description:  Funding would assist the City of Ashland to conduct a Section 107 investigation into the development and construction of a small navigation project.  This project would include dredging the basin and constructing a breakwater to create a harbor of refuge in the same location as the existing marina, providing safety to recreational boaters.

Cornucopia Harbor, WI

Description: Section 216 of the Flood Control Act of 1970 authorizes investigations for modification of completed projects or their operation when found advisable due to significantly changed physical or economic conditions and for improving the quality of the environment in the overall public interest.  The funding would allow a study to review the existing project structures to determine their impacts on river- borne silting in the Cornucopia Harbor and identify potential modifications to the structures or their operations to alleviate any identified impacts.

Duluth-Superior Harbor, MN and WI

Description: The Duluth-Superior Harbor is the 15th largest port in the nation.  Overall, about 200 million tons of goods are shipped through the Great Lakes seaway system on an annual basis.  Over 1800 jobs are directly attributable to operations at this international shipping site.  Harbor activities have an estimated economic impact on the region of about $220 million per year.  This funding would allow for condition surveys of the navigation channel to provide shippers current information on channel depths; dredging of critical shoals in Duluth-Superior Harbor to maintain minimum functional channel requirements; making repairs to navigation structures within this vital Great Lakes commercial port with Government floating plant and perform contract structural repairs for the north pier at the Superior entryway.  This structure has been subjected to ice and storm damage, and is in need of major repairs in order to protect the shipping commerce on Lake Superior.

Endangered Mussel Conservation - Zebra Mussel Control

Description:  Would continue an ongoing Army Corps feasibility study to determine how to best manage the spread of zebra mussels, an invasive species that causes millions of dollars of damage to water intake pipes and may present a health hazard by increasing human and wildlife exposure to organic pollutants such as PCBs. Studies have shown that zebra mussels can accumulate the pollutants in their tissues in concentrations 300,000 times greater than in the environment.  This invasive species also threatens two endangered native mussel species on the St. Croix River and starves native fish populations in infested lakes and rivers.

Lake Superior Small Harbor Maintenance, WI

Description:   Funding would allow for conducting condition surveys of the navigation channel to provide boaters up-to-date information on channel depths; dredging shoals at Port Wing, Cornucopia, LaPointe and Bayfield Harbors to maintain navigation channel functionality. Without maintenance dredging, the harbors may be essentially closed creating a significant safety risk to boaters. Park Falls Revitalization Project
